Abstract
As we introduce the inaugural issue of Research and Development in Public Law, it is essential to clarify the significance of its title and emphasize three key points.
First, we revisit the concept of research and development—an area we have examined before—to underscore its relevance to Public Law. Second, we highlight the fundamental importance of Public aw as the highest form of law (aʿẓam al-ḥuqūq), a principle affirmed by Amir al-Mu’minin, Ali (peace be upon him), in Nahj al-Balaghah. Third, we recognize the current limitations and ambiguities surrounding the public sphere, echoing twentieth-century scholars who have described this era as one of obscurity.
By reflecting on these points, we refine the intellectual scope of this journal and affirm its role in advancing a deeper understanding of public law.
