This article examines how these individuals, through their direct engagement with Western civilization and political thought, introduced modern concepts like sovereignty, law, separation of powers, and the social contract into Iran. Drawing upon both Persian sources (writings by Mostashar al Doleh, Talebof, Malkom Khan, and Taqizadeh) and contemporary French texts (Montesquieu, Rousseau, and the French Constitutions of 1789 and 1791), this research uses a descriptive-analytical, library-based &lt;/span&gt;&lt;br&gt;&lt;span lang=&quot;EN&quot;&gt;approach. It traces how public law concepts moved from Paris to Tehran. 			<OtherAbstract Language="FA">&lt;span lang=&quot;AR-SA&quot;&gt;تحول حقوق عمومی در ایرانِ عصر مشروطه را نمی‌توان بدون درک نقش فرنگ‌رفتگان و تجربة آنان از تمدن و اندیشه سیاسی غرب، به‌ویژه فرانسه، تبیین کرد. این مقاله با تمرکز بر سیر آشنایی روشنفکران و دیپلمات‌های ایرانی با مفاهیم نوین حاکمیت، قانون، تفکیک قوا و قرارداد اجتماعی، نشان می‌دهد که چگونه فرنگ‌رفتگان، به‌عنوان حاملان مفاهیم مدرن حقوق عمومی، در فرایند ترجمه، اقتباس و بومی‌سازی این اندیشه‌ها نقش بنیادین ایفا کردند. پژوهش حاضر با بهره‌گیری از منابع فارسی (رسائل و آثار مستشارالدوله، طالبوف، ملکم‌خان و تقی‌زاده) و متون فرانسوی هم‌دوره (مونتسکیو، روسو و قوانین اساسی 1789 و 1791 فرانسه)، تلاش می‌کند با روش توصیفی - تحلیلی و گردآوری اطلاعات به سبک کتابخانه‌ای، مسیر انتقال و تطور مفاهیم حقوق عمومی از پاریس به تهران را بازسازی کند.&lt;/span&gt;&lt;br&gt;&lt;span lang=&quot;AR-SA&quot;&gt;ایده اصلی پژوهش حاضر بر این فرض استوار است که انتقال اندیشه حقوق عمومی به ایران نه از مسیر ترجمه‌های صرف، بلکه از طریق تجربه زیسته فرنگ‌رفتگان در محیط‌های علمی فرانسه و مواجهه مستقیم آنان با نظام آموزشی، فرهنگی و سیاسی غرب صورت گرفت. آنان، پس از بازگشت از آن کشور، با تألیف، ترجمه و نهادسازی، بستر معرفتی لازم برای شکل‌گیری قانون اساسی مشروطه را فراهم کردند. بدین‌سان، نقش آنان را می‌توان در حد میانجی فرهنگی میان دو سنت فکری دانست: سنت شرعی - سلطانی ایران و سنت جمهوری‌خواهی فرانسه. یافته‌های این پژوهش نشان می‌دهد که فرنگ‌رفتگان، با تفسیر و ترجمه گزینشی قانون اساسی فرانسه، مبنای نظری شکل‌گیری دولت قانون‌مدار در ایران را فراهم ساختند و میان سنت دیوانی ایران و نهادهای مدرن حکمرانی پلی مفهومی ایجاد کردند.&lt;/span&gt;</OtherAbstract>
